ROMIS/MMS  (Real-time Outfitting Material Information System - Material Management System) is a low cost software application that is used by the Navy and all major U.S. Commercial Shipbuilders and Maintenance facilities as well as various Government material staging warehouses to manage the allowance, ordering, inventory control and disposal of equipment and materials being provided for the support of Navy and MSC Ships in construction and overhaul.

For Ships in New Construction, ROMIS MMS tracks Outfitting Allowances and processes Government standard Navy System requisitions as well as Shipbuilder unique orders for commercially supplied material. It is a mission essential system for the SUPSHIP community and provides for standardized processes across all classes of Navy and MSC Ships during the construction phases. The loss of this application would put Government in jeopardy contractually and financially.

Development of ROMIS MMS focuses on standardized data repositories, substituting technology for manpower, encouraging common/repeatable processes across the Navy, creating efficiencies through Lean Six Sigma and optimizing current investments to provide cost-efficient solutions. Rapid prototyping lets ROMIS MMS go to work while end-users offer continuous suggestions for enhancements and corrections. This ensures user approval and program testing before final coding efforts. And, it keeps costs well within budget while increasing quality, acceptance and morale.

The internet home page (www.romis.com) provides news about the program, allows the user to suggest ideas and input program change requests. It is also used to distribute software releases; software, user guides, feature summaries and installation instructions.  The application is maintained by a commercial contractor and is certified by the technical agent, prior to each release. 

ROMIS MMS supports Business Processes within Ship Construction, Depot Maintenance and Active Fleet Support and is intended for use by Naval Supply Centers , Supervisors of Shipbuilding and their contracting Shipyards, Navy Supervising Activities, Ship Program Managers, Ship Logistics Managers, Supply Readiness Managers and the Naval Inventory Control Point. ROMIS MMS is used by the Supervisor of Shipbuilding Activities, commercial ship builders and repair facilities and government warehouses to manage the ordering and inventory control of equipment and materials being provided for the support of Navy Ships in construction and overhaul. 

ROMIS MMS tracks material procurements, status of procurements and shipments, inventories and potential problems with materials provided by the DoD supply system and commercial vendors delivering to government activities and their Shipbuilding and Depot Maintenance Repair contractors.  It contains the following functionality to support this effort:
